SPED Directors loyalty...where does it lie?

I heard an interesting question the other day. Should a SPED Directors loyalty be to the kids, or to the District?

If the kids are taken care of, the District is taken care of. That may be a bit simplistic. But its what I believe. Frequently SPED Directors are seen as the gatekeepers. They like to keep SPED spending to a minimum. Unfortunately, when that happens, the kids suffer. SPED is unfortunately a necessary evil. All kinds of money is spent on Football, Band etc. SPED achievements don't win accolades so why spend money? And they don't. Karen Wilson is the current SPED Director for Mustang. I have heard mixed reviews of her. Mostly not favorable towards her.
